New Zealand's Golden Visa: A Pathway to Residency for Wealthy Investors

On April 1, New Zealand unveiled significant changes to its Active Investor Plus Visa Program, making it easier for wealthy individuals, particularly from the United States, to gain residency in the country. This move is part of New Zealand's broader strategy to attract global investors who can contribute not only financial capital but also fresh ideas that can stimulate local economies.


The Active Investor Plus Visa initially launched in September 2022 with the aim of drawing high-value investors to New Zealand. It quickly proved to be a successful model, generating an average of NZD 1 billion annually. However, its early success was soon followed by a tightening of rules, leading to a steep drop in approved applications. Since then, only 43 applications have been granted approval, prompting the government to revisit the program’s structure. Key Changes to the Active Investor Plus Visa Program

The most notable changes to the program include a reduction in investment thresholds, simplified residency requirements, and the removal of the English language proficiency requirement, which had previously been a barrier for some applicants.


  1. Lowered Investment Thresholds - Under the new program, the minimum investment in the Growth Category has been lowered to NZD 5 million (approximately USD 2.87 million) over three years. This is a significant decrease from the previous threshold of NZD 7.5 million. The Balanced Category, which requires a more diversified portfolio, now demands a minimum investment of NZD 10 million (about USD 5.74 million) over five years. This adjustment makes it more accessible for investors to contribute to New Zealand’s economy while also taking on a manageable level of risk.


  2. Reduced Physical Presence Requirements - Perhaps one of the most appealing changes for potential investors is the reduction in the required time spent in New Zealand. For the Growth Category, the requirement has been cut down to just 21 days over three years. Investors in the Balanced Category still need to spend time in the country, but the number of days has been significantly reduced, depending on the size of the investment. If an investor commits NZD 11 million, they will need only 91 days, with this requirement dropping even further for larger investments.


  3. Expanded Investment Options - The program has also broadened the types of acceptable investments. Previously, only high-growth businesses with global potential were eligible for investment. Now, any genuine New Zealand business seeking growth capital can apply, making it easier for investors to find opportunities in a wider range of industries. Furthermore, investments in government bonds, philanthropy, and property developments are now accepted under the Balanced Category.


  4. Removal of English Language Requirement - One of the key barriers for many potential applicants has been the English language requirement. This requirement has now been removed, making it easier for a broader range of global investors to apply for the program.


  5. Simplified Process and Increased Flexibility - The new rules bring a more streamlined and flexible process. Applicants now have the option to change categories once during their investment period, giving them more control over their investment strategy. Additionally, the government has introduced a more efficient system for managing applications, with the New Zealand Trade and Enterprise (NZTE) promising faster approvals for investments.


Why New Zealand?

New Zealand offers much more than just financial benefits to potential residents. The Path to Citizenship

While the Active Investor Plus Visa grants residency, it is not the same as citizenship. However, the visa counts towards the five-year residency requirement necessary for New Zealand citizenship. To become eligible for citizenship, an applicant must spend at least 240 days in the country each year during the residency period.

Once investors complete their required investment period—whether three years for the Growth Category or five years for the Balanced Category—they are free to apply for Permanent Residence, which allows them to live in New Zealand indefinitely and enjoy most of the rights of a New Zealand citizen. However, obtaining a New Zealand passport does require a longer commitment to living in the country.


The Golden Visa in Action

Since the new visa scheme launched on April 1, there has been a surge in interest. According to Immigration New Zealand (INZ), there have already been 44 applications, with a total minimum investment of NZD 260 million. Seven of these applications have been approved, with a combined investment of NZD 35 million. The response has been particularly positive in key markets like Germany, Hong Kong, Singapore, New York, and San Francisco, where New Zealand Trade and Enterprise held events to promote the program.

One such investor, Dr. Travis Taylor, along with his partner Chris, visited New Zealand recently and fell in love with the country’s South Island, renowned for its glaciers and dramatic landscapes. Taylor described the country as an ideal location to live part-time once they retire. This reflects the appeal of New Zealand’s lifestyle, which combines a high standard of living with a relaxed, outdoor-focused culture.

With its reduced investment thresholds, simplified residency requirements, and a broader range of acceptable investments, the Active Investor Plus Visa is now more attractive than ever to high-net-worth individuals seeking both a secure investment and a beautiful place to live.
